Several significant amendments to the Administrative Procedure Code (“APC”) were promulgated in the State Gazette on 1 August 2025. The changes will take effect gradually – some provisions are effective immediately upon promulgation, others three days later, some one month after promulgation, and certain key provisions on 1 January 2026 and 1 July 2026, respectively. This phased entry into force is designed to allow administrative bodies and administrative courts, as well as citizens and businesses, sufficient time to adapt to the new legal framework.
These legislative changes are primarily focused on the digitalization of administrative proceedings, both before administrative authorities and in administrative court litigation. The goal is to streamline procedures, reduce delays and ensure full digital traceability.
