Recent matters DGKV’s Public Procurement and EU Funding team has worked on include:

 

• Advising ERG Insaat Ticaret ve Sanayi AS, SSB Sauerwein & Schaefer Bau AG, and Copenhagen Airports on their joint bid for the Sofia Airport concession (which had an approximately EUR 3.898 billion indicative project budget).
• Advising General Electric International Inc. on its participation in numerous public-procurement procedures and European Structural Investment Funds aspects of tenders.
• Advising the Bulgarian Government on the privatization of three thermal power plants in Bulgaria.
• Advising Chariot Motors AD and Consortium Chariot Motors / Higer Bus Company Limited on their participation in numerous domestic and international public-procurement tenders for supply of electric buses, including their successful bid for the right to supply electric buses to the city of Sofia.
• Advising ABB Bulgaria on a public-procurement dispute with E.On Grid Bulgaria.
• Advising ACCOR (currently EDENRED) on a public-procurement dispute with Bulgarian State Railways.
• Assisting Alstom Transport with its appeal of the selection of a contractor in a EUR 100 million tender for the rehabilitation of the signaling and telecom systems of the Bulgarian Railway Infrastructure.
• Advising Honeywell in an appeal in the Supreme Administrative Court related to the tendering for the novation of technological-processes-management system of Bulgartransgaz’s underground gas-storage facility.
• Advising Lockheed Martin – Mission Systems and Training on a public-procurement tender conducted by Bulgaria’s Ministry of Defense.
• Advising Northrop Grumman Corporation on its participation in the public tender of the Bulgarian Air Traffic Services Authority in connection with a procedure to develop and modernize its ground-based equipment for the provision of air-ground radio communications.
• Advising Unieco on the construction of various waste processing plants, including assisting with the negotiation of consortia agreements, preparing a bid procedure, and analyzing and amending EPC contracts with public authorities.
• Advising Patria Land Oy, Finland, on its participation in a procurement procedure for the supply of 150 armored military vehicles for the Bulgarian army, which had an EUR 746 million indicative tender budget.
• Advising the Fund Manager of Financial Instruments in Bulgaria on ensuring the conformity of documentation for an open tender procedure with Bulgarian law.
• Assisting Solar Turbines Europe S.A. with its preparation for and participation in a tender for maintenance and spare-parts supply for Bulgartransgaz EAD’s gas-compression stations.
• Assisting Aspen Pharmacare Holdings Limited with its participation in public-procurement tenders in the medical-and-life-sciences sector.
• Assisting Construcciones y Auxiliar de Ferrocarriles, S.A. with its participation in a public-procurement procedure initiated by Bulgarian State Railways for the purchase and 15-year maintenance of 42 new multiple-unit trains, which had a EUR 345 million indicative tender budget.
• Advising Electricite de France S.A. on regulatory and tax issues related to tendering for the rehabilitation of hydropower plants in Bulgaria.
• Advising Eurolease Auto EAD on the conclusion of a tripartite contract for the leasing of new electrical buses and additional equipment to the Sofia Municipality via a procurement procedure.
